He spoke with a Widnes accent and was wearing a grey hooded sweatshirt, dark trousers, white trainers and black gloves.
The second offender was about 5ft7-8ins tall.
He was wearing a black hooded jacket dark tracksuit bottoms with three white stripes and dark trainers.
DC Jason Heath, who is investigating the incident, said: “We are currently following up a number of lines of enquiry in relation to this incident and are urging anyone who witnessed what happened to contact us immediately.
“We would also urge anyone who was in the area at the time and has seen anyone acting suspiciously to come forward.”
Anyone with any information should call Cheshire police on 101 quoting incident number 630 of February 5.
