'When we asked for Shaun to go to Whitby High the authorities said 'no'. The school moved him to another form instead and started counselling.
'I think the school's anti-bullying policy is a total farce. I have now pulled our daughter Kimberley out of that school.'
Mr Noonan said: 'Prior to this Shaun was asking us not to make him go to school. Lawabiding parents that we are, we said he had to. But, in hindsight, I'd have kept him out of school and risked being sent to prison to keep him away.'
He added: 'I'm now sending letters to the county council's education department and Education Secretary Ruth Kelly to let them know about this.
'My wife and I want to raise more awareness of bullying and we need a national policy on this issue.'
At the inquest, Dr Janet Napier, deputy coroner for Cheshire, said there was no evidence Shaun had intended to take his life.
